The extent of the impacts of the Trump administration’s sudden 90-day freeze of almost all foreign aid is still unclear almost a week on, as officials and aid workers overseas try to make sense of which activities must be suspended.

Patients and health care advocates said the abrupt decision to halt U.S. funding for a lifesaving H.I.V. program led to widespread confusion. The backtracking didn’t help.

Although the Trump administration rescinded an order freezing federal grants, foreign aid is still suspended for 90 days — with potentially dire consequences.
